Leadership Management in Human Resource Development Governance in Community Empowerment

Selat Village, West Nusa Tenggara, has achieved success as a model village amidst challenges in community education. This study aims to analyze leadership management, human resource governance, and collaborative strategies in community empowerment. Using descriptive qualitative methods, data were collected through interviews and observations, then analyzed using the Miles and Huberman model. The results of the study identified a form of transformational-participatory leadership oriented towards role models and transparency in Good Village Governance . Human resource governance is implemented through bottom-up planning based on potential, rapid evaluation, and mentoring strategies. Collaborative Governance with external parties effectively overcomes funding limitations, contributing significantly to the success of the Kampung Anggur and Krei craft programs. It is concluded that adaptive management and responsive governance have successfully empowered the economy, but the inclusiveness of youth involvement needs to be increased for the program's sustainability
